The United States Attorney’s Office for the Eastern District of Oklahoma announced that Bobby Ray Skaggs, age 46, of Mannsville, Oklahoma, entered a guilty plea to one count of Possession of Certain Material Involving the Sexual Exploitation of a Minor, punishable by up to 20 years in prison and a $250,000 fine.
The Indictment alleged that between January 2019 and December 2025, Skaggs knowingly possessed and accessed with intent to view visual depictions of minors engaging in sexually explicit conduct.
The charge arose from an investigation by Homeland Security Investigations.
