Unlicensed Venezuelan Driver Clocked at 102 MPH on U.S. 69

A driver was arrested on June 2, 2025, after an Atoka Police officer clocked his vehicle traveling at an excessive speed and observed multiple traffic violations, leading to his apprehension for driving without a valid license.

At approximately 9:08 AM, Officer Zachary Rice of the Atoka Police Department was traveling northbound when his radar detected a southbound silver, four-door sedan traveling at 102 mph.

The vehicle, clearly the target, was observed in the passing lane without passing any other vehicles. The driver appeared to notice the marked patrol unit and abruptly slowed, with Officer Rice locking the speed at 99 mph.

Officer Rice turned around at the intersection of U.S. 69 and North Hills Road, activating his emergency lights and siren. The driver continued to slow, remaining less than one car-length behind other traffic. As the vehicle merged right and then briefly attempted to pass, the officer also noted the driver was not wearing a seat belt.

The sedan eventually merged right again and came to a stop in front of the Dolese cement plant. Officer Rice informed Atoka County Dispatch of the stop location and the vehicle's tag number.

Upon making contact with the driver, identified by a Venezuelan identification card as Luis Angel Lima-Ynfante, Officer Rice again observed he was not wearing a seat belt. Lima-Ynfante, who only spoke Spanish, confirmed through a translator application that he did not possess an American driver's license.

After running his name through Arkansas, Oklahoma, and Texas databases, it was confirmed that Lima-Ynfante did not have a driver's license issued from any U.S. state. He was then placed under arrest for Speeding 26 or more over, Improper Lane Use, No Seat Belt, Following Too Closely, and Operating a Motor Vehicle Without a Valid Driver's License.

Donnie's Wrecker Service was called to retrieve the vehicle after an inventory was conducted. Luis Angel Lima-Ynfante was transported to the Atoka County Jail and booked without incident.
