Unlicensed, Uninsured Driver Arrested After 85 MPH Stop

A driver was arrested on May 31, 2025, after being pulled over for speeding and subsequently found to be driving without a valid license or proof of insurance.

At approximately 3:03 PM, Officer Zachary Rice of the Atoka Police Department observed a dark-colored sedan traveling southbound on U.S. 69. The vehicle appeared to be exceeding the posted 70 mph speed limit. Officer Rice confirmed the vehicle's speed at 85 mph using his radar, locking it at 84 mph.

As the sedan passed his patrol unit, Officer Rice activated his emergency lights and initiated a traffic stop. The vehicle pulled over in front of the Sears Gift Shop, in the crossover area. Officer Rice notified Atoka County Dispatch of the stop and provided the vehicle's details.

Upon contact with the driver, identified as Fernando Jaramillo-Jimenez, Officer Rice requested his license and proof of insurance. Jaramillo-Jimenez stated he did not possess a driver's license but produced a passport card.

He confirmed he did not have an American license issued from any state. He was also unable to locate insurance verification, stating the car belonged to his cousin and he was unsure where the documents might be.

A check of Jaramillo-Jimenez's information revealed no driver's license issued in any state. He was then asked to exit the vehicle, which he complied with. Fernando Jaramillo-Jimenez was placed under arrest for Speeding 11-15 Over, Operating a Motor Vehicle Without a Valid Driver's License, and No Valid Security Verification Form.

Officer Rice requested a wrecker, and Fomby and Sons Wrecker Service was dispatched. Officer Grady Blackwood arrived to assist with the scene. After an inventory of the vehicle, Officer Rice transported Jaramillo-Jimenez to the Atoka County Jail for booking. Officer Blackwood remained on scene with the vehicle until the wrecker arrived and took possession of it.
