Welfare Check at Pilot Leads to Impairment Charge

A welfare check at an Atoka truck stop in the late hours of Friday led to the arrest of a Choctaw man on suspicion of being in actual physical control of a motor vehicle while impaired.

At approximately 11:24 PM on June 6, 2025, Patrolman Grady Blackwood, a CLEET certified officer with the Atoka Police Department and cross-deputized with the Choctaw Nation Tribal Police, responded to a request for a welfare check at the Pilot Truck Stop, located at 1954 S Mississippi Avenue in Atoka. Dispatch had reported a gray Jeep with a driver who appeared to be intoxicated.

Upon arrival, officers located a gray Jeep Wrangler matching the description. Patrolman Blackwood observed a male individual, later identified as Billy Dean Gastineau of Ravia, Oklahoma, asleep in the driver's seat with the seat reclined. An open, cold Miller Light beer was visible in the center console.
