Early Morning Encounter Leads to Obstruction Charges

An Atoka woman was arrested early Sunday morning after allegedly walking in a dimly lit section of Highway 69, in defiance of sidewalks, and then becoming uncooperative with a police officer. She faces charges of pedestrian in roadway and obstruction.

At approximately 2:00 AM on July 20, Officer Russell O'Neal of the Atoka Police Department was patrolling southbound on Highway 69 near W 8th Street when he observed a female, later identified as Teresa Flom, walking northbound in the outside lane of southbound Highway 69. Officer O'Neal noted that the area was dimly lit, the highway curved near 7th Street, and the posted speed limit was 45 MPH. Sidewalks were available on both sides of the highway.

Upon seeing the patrol unit, Flom reportedly crossed onto the west sidewalk and entered the private lot of Pawn Ticket, located at 975 S Mississippi Ave. Officer O'Neal followed, activating his emergency lights to initiate a stop. Flom allegedly turned, waved her arms, and continued walking north.
